Abstract:
Fourth Branch is a means of petitioning registered voters, to build: integrity, awareness, and patriotism. Integrity with decentralized blockchain “point” transactions between registered voters; reinforced with automated-contracts. Awareness via a website-dashboard open to the public; user credentials for security. Patriotism from the call to action; Petition! Ultimately, this is a political party for USA registered voters that take initiative.

Integrity on the horizon. Fourth Branch ‘free-voters’ can legally vote on a ballot for state government in the United States of America. Even with vast and diverse landscapes, the USA federal structure allows useful resistance between states. Fourth Branch expands the political scope to individual voters within the states. Voters exchange a political “point” for voting potential; in effect increasing predictability with public ledgers and infographics.
Integrity: the quality of being honest and having strong moral principles; moral uprightness

Awareness with potential. The level of awareness correlates with interaction. Interactions may increase with a website-dashboard (instruments and controls). Successful operation produces a sense of fulfillment. Note, greater fulfillment requires in-person interactions. Fourth Branch will help in this form of networking. First, by designating zones expected to be safe for person-to-person networking (i.e., penned signature petitioning). Also, by the mapping of “point” motes. Increasing awareness of local and state civics.

Fourth Branch will have essentially two credentialed user types. Pointer: verified in-state registered voter of any political affiliation that votes on points [and approval ratings]. Drafter: verified in-state registered voter of Fourth Branch or ‘non-partisan’ political affiliation that drafts “points” through a semi-collaborative drafter’s [hall].
“Point” transaction: public exchange of a political ideal, “giving force to words”. Operated within automated-contracts which decentralize to an immutable ledger.

Petition! Patriotism in the United States of America has real historical ties to petitioning, in a variety of means and methods1. Modern petitioning is still dedicated to in-person ink signatures. Additional legal requirements contain extreme differences from state-to-state, and even within states. By municipality, with corporate status and local governance.

The Bill of Rights sows seeds to sprout a range of freedoms. Note, USA constitutional amendments trend toward increased individuality and representation. Individuals wanting to strengthen such freedoms tend to set their sights low by marching; petition campaigns’ national average expense = $4.08 million2. So, Fourth Branch intends on formalizing voter sentiment to become an indispensable and inexpensive tool for common USA citizens.
